I have this same "hesitation" at low speeds. Travelling at constant speed - let off the throttle and drop speed - RPM's to 1K and then gradually accelerate and it feels like the engine drops off...

Don't know if you have the Tow Bar or not, but probably a 10K would be in order. I have a 6K and pull my JGC weighing 5K. Like to have a little more towbar than vehicle. My MH runs about 24-25K...

What is the vehicle weight of a Diesel? I tow my 2012 v6 without problem and it comes in at 5K. Figure a diesel will weigh more then that.
