The most common reason for the fan to only work on high is that resistor board is fried. I've replaced a few in other cars (non-Jeep) for that exact reason.

That's weird. Look at the spacing from Zero to 15 to 30. It's evenly spaced. Now look at where the arrow is calling 25 (his current readout MPG). That doesn't look like the 2/3 point between 15...
