Yes, it's not like a paint job. Bulbs are not made in pairs. You will be fine, just make sure you order the correct color; i.e. 4300k, 6000k, 8000k.
Of course, buying in pairs could be a good idea...

I paid $60 per hook + $30 due to some serious casting pits in the hooks. I did with the chrome shop guys ( thechromeshop.com). They are very proffesional and take attention on the details.
