If you can arrange it so the block is quite tall allowing the bottle jack to engage with it deeply, there shouldn't be much chance of it canting over. Then all you need is a slot in the top surface...

I agree that 45 degrees would be the best location. I think two bolts are probably required if there's any chance of achieving the desired effect... with larger trailers anyway.

You can weld on the car, but I'd try to avoid using arc... not that many use it now. Disconnect the battery negative before work.
