Yes the QL stays locked but automatically unlocks when the car gets up a bit of speed. Chances are the technician would not get up enough speed.

My Bridgestone D697s are LTs with a rating of 110S. This is near enough to yours so maybe they are LT but it should say so clearly on the sidewall.

The blue wire should be the electric brake wire. You will probably find that it is terminated at the other end of the loom. It's here that you connect the output wire from a brake controller.
