In my opinion, flooded streets are easier to gage in terms of depth than off roading and pretty clean, so yes, you should be able to safely travel through water that is up to the maximum recommended....

The depth at which you kill the vehicle is not easy to determine. Sucking water in the intake will kill it quickly, flooding the electronics will kill it slowly.
