After 3 trips to the dealer close to my work I tried contacting Jeep customer service. Their answer was to try a different dealership. Fortunately for me the next closest is maybe 10 miles further....

The 'cloudy' spot is apparently there on all HID models. I personally confirmed this with a trip to the dealer and looked at several HID & halogen models myself. All the HIDs had the cloudy spot.
