The boots on a power steering rack, are only there to keep the machined surface on the steering rack that goes in and out, clean and free of debris, so if there is oil in the boots, that is an indication that the end seals on the rack and pinion steering gear are leaking.
these seals are not normally serviced or repairable, the rack pinion steering is usually replaced as an assembly.
I agree 100%. I had the steering rack replaced because both boots had fluid leaking. I didn't notice the leaking right a way because it wasn't enough to drip on the ground. I noticed that the boots were leaking when I went to change oil. More creating awareness so people check theirs
