Radiator Fan

Does the radiator fan run all the time?

i turned my ignition on and the fan is just idle ( not spinning )
it is cold outside by the way.

I don't think it runs unless it needs to in order to cool the engine or if the AC is on.

it will only run when commanded on due to engine temperature or AC pressure
