Basically, my dash lights all act/go crazy in heavy rains. I'm in DC, and yesterday, I drove 100 miles, with my dash lights looking like the video below for most of the afternoon. Starter was replaced about 2 years ago, and started ground cable was replaced this winter. This is honestly the only gremlin I deal with, with my Jeep. This issue will cause a no start if stopped while acting crazy, but it'll drive fine once up to speed.

Check your PCM ground. It should go from one of the mounting bolts on the PCM to passenger side manifold. Mine was frayed and burnt and would always give me a no crank situation. Undid the ground and held it to another ground and she fires up.
