Hard to say which came first, the fouling or the no starts.. perhaps during the no starts you got a lot of gas and some oil pumped in and fouled them. I'd put new plugs in but while they old ones are out check the compression. If compression isn't too wonky put the new plugs in, check to see if they are getting spark and hope for the best.
Would be helpfull if you stated the mileage on the engine.
Generally speaking, oil fouled plugs are typically the result of worn piston rings or in some cases very leaky valve seals.
Replacing valve seals is relatively easy but with worn piston rings that requires an engine over haul.
Get a cylinder compression test to verify or eliminate worn piston rings.
