Today while pumping gas I noticed what I thought was a trashbag sticking out from behind the front passenger wheel well liner. It looked like it had gotten caught there after I drove over it or something so I pulled on in.

Out came a ~8" wide ~3'-0" long black bag that had what appeared to be insulation in it. That bag was plastic like a trash bag but I'm assuming it was supposed to be in there and it wasn't something I ran over

What is it and should I be concerned that it was coming out or is this just something that normally happens over time?

Yes, it should be there. I believe it is used to reduce tire noise inside the cabin.

It shouldn't really be able to come out unless you have some clips in the inner wheel well that have failed, or if it wasn't put back in place properly following work. I would check to make sure everything is properly secured.

I ripped mine out, as well as the insulation under my hood. Doing what I can to help control the temp of my 5.7 while out wheeling.

i just pulled mine out from the passenger side, is there supposed to be one under the driver side too? and is it gonna hurt my car if i leave it out

I don't see any issues with taking it out. that little bit of insulation isn't going to do anything except maybe keep the engine noise down a tiny bit.
