Today while pumping gas I noticed what I thought was a trashbag sticking out from behind the front passenger wheel well liner. It looked like it had gotten caught there after I drove over it or something so I pulled on in.

Out came a ~8" wide ~3'-0" long black bag that had what appeared to be insulation in it. That bag was plastic like a trash bag but I'm assuming it was supposed to be in there and it wasn't something I ran over :(

What is it and should I be concerned that it was coming out or is this just something that normally happens over time?

I have a 2005 grand rocky mtn

Yes, it should be there. I believe it is used to reduce tire noise inside the cabin.

It shouldn't really be able to come out unless you have some clips in the inner wheel well that have failed, or if it wasn't put back in place properly following work. I would check to make sure everything is properly secured.
