That is a ground connector. At least 4 on that side of engine compartment. Fist guess is that goes on the engine block. Way less corrosion than what I see in Michigan!
That explains it! There are 3 grounds on the driver side fender. The one under the ABS is nearly impossible to get at. Way easier to reach when you have things apart.
